Nepal registers its first same-sex marriage

Reuters —Local authorities in a village in Nepal registered the Himalayan nation’s first same-sex marriage on Wednesday, officials and activists said, five months after the Supreme Court issued an interim order clearing the way for such marriages in the largely conservative country. “We have issued the marriage registration certificate to the couple in consideration of the Supreme Court order and instructions from relevant government authorities,” said Hem Raj Kafle, chief administrative officer of the Dordi rural municipality. In June, the country’s Supreme Court issued an interim order allowing same-sex couples to register their marriages pending a final verdict. “It will open the door for them to jointly open bank accounts, own and transfer property like just any other couples.”Taiwan is the only other place to legalize same-sex marriage in Asia, where societies remain largely conservative. Hindu-majority Nepal has become increasingly progressive since a decade-long Maoist insurgency ended in 2006.

Generative AI still mostly experimental, say executives
  + stars: | 2023-11-09 | by ( Katie Paul | ) www.reuters.com   time to read: +4 min
NEW YORK, Nov 9 (Reuters) - One year after the debut of ChatGPT created a global sensation, leaders of business, government and civil society said at the Reuters NEXT conference in New York that generative AI technology is still mostly in an experimental stage, with limited exceptions. Aguirre cited self-driving cars as an example of a technology struggling to make the transition to full deployment. “I’ve observed many generative AI applications that are in production while other customers are just beginning their journey.”One way generative AI was already being deployed widely, highlighted by speakers across industries, was to write computer code. Gary Marcus, a professor at New York University, said generative AI was error-prone in coding just like in other areas, but that the problem was less of a hindrance in the tech sector because programmers knew how to troubleshoot it. Companies should move slowly and deliberately when integrating the technology into uses where accuracy matters, executives emphasized.

New Delhi/Hong Kong CNN —An executive at Vivo, one of China’s top smartphone makers, has been arrested in India in connection with a money laundering probe, raising fears of a renewed crackdown on Chinese businesses in the country. Guangwen Kuang, the head of administration at Vivo India, was taken into custody on Tuesday by India’s Enforcement Directorate (ED), his lawyer, Mudit Jain, told CNN. The ED is the country’s main financial crimes investigation agency, responsible for probing money laundering and violations of foreign exchange laws. Despite the regulatory crackdown, Vivo is still India’s second biggest smartphone brand, commanding 17% of the market in the second quarter, according to Counterpoint Research. Authorities in India later banned Chinese apps and subjected deals with Chinese firms to greater scrutiny.

CNN —Booker Prize-winning Indian author Arundhati Roy could be prosecuted for allegedly seditious comments made over a decade ago, after a top official in Delhi said there was enough evidence to lay charges. Two of the accused, Kashmiri separatist leader Sayed Ali Shah Geelani and Delhi University lecturer Syed Abdul Rahman Geelani, have died since the initial complaint was filed. Sheikh Showkat Hussain, a former international law professor at the Central University of Kashmir, is still facing charges alongside Roy. In her 2010 speech, posted online, Roy spoke about Kashmiri efforts to seek justice, in part for the mass exodus of Hindus from Muslim-majority Kashmir in the early 1990s amid increasing violence. The decision, which Pakistan condemned as “illegal,” ratcheted up tensions between the two countries and over Kashmir.

Tokenizing real-world assets on a blockchain is one of the buzziest topics of the year, and this time it isn't just coming from financial incumbents like Citi, JPMorgan and Northern Trust, it's coming from crypto native players, too. As the world of crypto becomes more connected to the broader financial market, the appetite for tokenizing real-world assets, or RWA, is coming from smaller participants as well. Kraken Ventures' Stuti Pandey said since tokenization's last hype cycle, RWAs have benefited from changes in economics, technology and credibility. "Over the past few years, interest rates have been very depressed and that has favored very high growth, high risk assets," she said. Now that rates are down, it's actually these real-world assets that have interesting yield."

Key hurdles for the two projects include the country's caps on domestic gas prices, limits on gas exports and the high costs for carbon capture and storage - required for new gas projects to help fight global warming. Last month, Shell (SHEL.L) said it would sell its holding in the Masela project to Indonesia's Pertamina and Malaysia's Petronas, while Chevron (CVX.N) agreed to sell its stake in the IDD project to Italy's Eni (ENI.MI). The RBI's overnight variable rate reverse repo, or VRRR - usually undertaken to withdraw excess liquidity - saw a subscription of only 390 billion rupees ($4.73 billion) earlier in the day. "But overnight VRRRs should see healthy responses if they do not coincide with any major outflows." That lead to a sharp plunge in overnight rates, averaging comfortably below the central bank's repo rate of 6.50%. The RBI has been intending to maintain overnight rates - currently around 6.40% - around the repo rate and has been proactive in conducting reverse repos to achieve that. Reuters had reported in June that the central bank may resort to overnight VRRRs, with banks showing reluctance to park funds for a longer period.

Activists hail Nepal ruling allowing same-sex marriage

The Supreme Court has been considering a petition on the issue filed by gay right activists and on Wednesday it issued an interim order allowing for same-sex couples to register their marriages pending a final verdict. Gurung said about 200 same-sex couples were expected "to come out openly and register their marriages". In Asia, Taiwan is the only place that recognises gay marriage, though pressure is building for reform in Japan, Thailand and South Korea. Since then, some same-sex couples have held unofficial weddings and gay pride parades have been held in the capital, Kathmandu. "We will now approach the authorities to formally register our marriage," Gurung said, referring to her partner of nearly a decade, Surendra Pandey.
